Attorneys Scott T. Garosshen and Brendon P. Levesque were successful in representing the plaintiff before the CT Supreme Court in Bilbao v. Goodwin (SC 20078) (released Nov. 2019). This marks the first CT appellate decision about the treatment of frozen pre-embryos in a divorce.

WHO WE ARE
Horton, Dowd, Bartschi & Levesque, PC is a firm with 40 years of experience in serving our
clients’ appellate needs. The firm consists of a team of legal scholars, each of whom
regularly handle appeals, and who have shaped the law in Connecticut.
The firm has also been handling ethics related matters for over 30 years, including
representation of attorneys in grievance proceedings, consultation with attorneys and
firms about ethics issues and expert witness testimony.
In addition to our appellate and ethics work, we are also trial litigators committed to
zealously advocating for our clients in both state and federal courts throughout Connecticut.
As legal scholars and active contributors to the body of law, partners in the
firm annually co-author The Connecticut Practice Book Annotated, Superior Court
Rules. Attorneys Horton and Bartschi also annually annotate the Connecticut Rules of
Appellate Procedure, which has been cited by Connecticut appellate courts. Attorneys
Levesque and Hrelic also annotate the Connecticut Practice Book Annotated Juvenile
Law. Attorneys Dowd, Levesque and Taylor authored Connecticut Insurance Law. Attorneys
Horton and Bartschi annually author an appellate review for the Connecticut Bar
Journal, while Attorney Levesque annually co-authors a review of professional ethics
matters. Attorney Taylor co-authored Connecticut Causes of Action.
Our attorneys are frequent speakers on appellate practice and developments and
professional ethics. Attorneys Dowd and Bartschi annually speak at the CBA Legal
Conference on cases from the Connecticut Appellate and Supreme Courts over the past
year. Attorney Levesque often speaks to individual law firms on ethics and
annually presents at the CBA Legal Conference on risk management.
Our members also provide support for the legal community in leadership roles.
Attorney Hrelic is Immediate Past Chair of the American Bar Association Young
Lawyers Division (2017-2018) and serves as a mentor with Hartford Promise through the Connecticut Bar Foundation. Attorney Horton is President of the
Connecticut Supreme Court Historical Society.
